Technically, that appears to be true, as here is a statement in support of RCV from cpusa.org. But, many non-communist, even freedom loving, organizations support it, as well, because Rep. Murdock is clearly incorrect in his assertion that “[RCV] is not non-partisan.”
That seems to be a general theme in the opposition to RCV, as seen at this website. RCV opponents appear to be coming more vocal now that the RankMIVote RCV Constitutional Amendment initiative is circulating in Michigan.

I’ve read that as many as 1 or 2 percent of internet users still get online using desktop computers. I do not think that there is anything inherently communist about Ranked Choice Voting. It gives anyone who is not the party machine choice of the Democratic or Republican parties a better chance to win. This could benefit any minor party or independent candidate, or any candidate in a primary who is not Democratic or Republican party machine choice, regardless of the ideology of the candidate.
