It appears that the candidate withdrew as soon as the number of signatures dropped below 2000, with hundreds of more challenges to go.
It sounds like one of the main challenges were to signatures collected by a circulator from Kentucky. New Jersey does not require a circulator to be a registered voter, but rather be eligible to be a registered voter in New Jersey.
