  1. What if the state redistricts Congressional seats before the initiative goes to a vote? Does it have to start all over? What do Congressional Districts have to do with amending the state constitution? Ludicrous.

  2. It’s interesting that this proposal is a variation of how Switzerland handles referendums where it must pass with 50% +1 votes AND also support from a majority (12 of 23) the cantons.
