On December 11, a New Hampshire state trial court upheld the new requirements for voters who use postal absentee ballots. The new law requires that the completed ballot must be notarized, or it must include a photocopy of the voter’s state ID, such as a drivers license. If neither of those is feasible, the voter may take the ballot to the town clerk and show ID.
The plaintiffs are visually impaired. They cannot easily do any of the three alternatives contained in the law. Here is the decision. An appeal is likely. Robertson v Scanlan, Rockingham Superior Court, 218-2025cv-951.

Here in Oklahoma our postal ballots must be notarized. My bank does mine, there is no charge. Most people do have bank accounts and it is usually not a hardship to go to your bank. I find it hard to believe that visually impaired people do not have someone to take them to a town clerk. How do they do their shopping? Banking? Receive any benefits? They are relying on someone to help them. I will bet that visually impaired New Hampshire people are not alone in the dark.

I’m visually impaired. Legally blind actually. I manage to get things notarized, get and renew my ID, pay people to make photocopies and send packages for me, and to take me various places such as government offices. I even manage to read and write here using accessibility settings on my phone.
These plaintiffs are using their visual impairment as an excuse – either for failing at life or for pretending to be unable to find ways to complete basic tasks as a disingenuous way to try to overturn a very reasonable and necessary law. Take your pick. If they are truly unable to find ways to complete such basic tasks, their impairment is not just visual, and they should have their voting rights revoked altogether.
How did they manage to find a lawyer, do legal business, etc? The notion that they can’t get anything notarized, make it to a town clerk etc does not pass the smell test. They are wasting the court’s time and their attorneys should be sanctioned for taking such a ridiculous case, all the more so if they do appeal it.
