Virginia Senate Passes National Popular Vote Bill

On February 9, the Virginia Senate passed SB 322, the National Popular Vote Plan bill. The vote was party-line, with all Democrats voting for it and all Republicans voting against it. The Democratic magin in the House is far bigger, so the bill is likely to pass. If it does, it will have passed in states with 222 electoral votes. It needs 270 before it can go into effect.

  1. The current form of the NPV doesn’t solve the problem of minority election: you could still have someone elected President with less that 50% of the popular vote. The NPV doesn’t require a candidate to get at least 50% of the popular vote.

    No. It’s how the Democrats plan to nationalize elections. For NPV to work would itself compel the federal government to define who is eligible to vote. With either the Democratic or the Republican plan, states would lose the power over who is eligible to vote, and the issue would become a permanently federal issue.
