On March 9, the Governor of Arkansas signed HB 1509, just one day after it was sent to him by the legislature. It expands Instant-Runoff voting in primaries. Current law uses IRV for overseas military voters, and the bill expands that to civilians overseas.
Now, whenever anyone complains that IRV would be too complicated for voters, ask them why they’re less sophisticated than Arkansas!
Instant runoff ballots are also used by overseas voters in all their big runoff elections in Louisiana and South Carolina. As the St. Louis Oracle says, it’s a no-brainer.
