It turns out that one ballot measure is omitted. The state of Alaska voted on IRV for state and national offices (except governor) in August, 2002. The measure was defeated 39,666 (36.3%) to 69,683.
Until this information is added, the title of the chart should (but doesn’t) include the word “local”.
