Congress will count the Electoral Votes on Friday, January 4, 2013. The U.S. Code, Title 3, sec. 15, establishes that date as January 6, but Congress recently passed HJR 122, which for 2013 only moves the date to January 4. President Obama signed HJR 122 on December 28, 2012. Apparently Congress didn’t want to do count the votes on a Sunday.
Sunday – good enough for fiscal cliff machinations but not good enough for the 12th Amdt.
Remedy – abolish the timebomb E.C. and the ECV.
