Rob Port’s blog that covers North Dakota politics has this op-ed by Richard Winger, on North Dakota’s ballot access law that has prevented any minor party candidates for the legislature from appearing on the November ballot (with the party label) for the last 38 years.
It is nonsensical for North Dakota to even have a primary.
There were 79 elected statewide and legislative positions. The primaries eliminated 3 candidates.
I would suggest Top 2, but North Dakota only had 1.81 candidates per position.
Have a general election, with a runoff for those rare instances where a candidate does not have a majority.
