Virginia will hold a special election soon to fill a vacancy in the House of Delegates. The vacancy was caused when Delegate Joseph D. Morrissey, a Democrat, resigned. He resigned because he plea-bargained to a misdemeanor; this article explains more about that. He recently announced that he will run in the special election to return to the legislature. See this story, which suggests that the Democratic Party is not likely to nominate him, but that he is free to run as an independent.
The article didn’t give any real good reasons why he is resigning, then turning around to run for the same seat again. I still say, if there is a vacancy, let the Governor pick a successor who is not of his/her party to serve until the regular general election in 2016, then let the candidates go at it for the remainder of the term.
If a small constituency such as this Delegate seat, even causes thousands of dollars to have to be spent.

I say let him re-run for this seat, and I hope the good citizens of this district give him one good trouncing at the polls.
