Assuming elections were free and equal, then the states could form a compact to rotate the dates of their primary elections every four years. The rule of rotation could be by simple lottery or it could fixed by an initial lottery with automatic rotation thereafter. The compact could even provide for regional primaries with blocks of states holding primaries on the same dates and then rotating order of the regional primary dates. One thing for sure keep the Congress out of this. They will screw it up for sure.
