On June 3, the Michigan legislature passed SB 329, which (assuming the Governor signs it) allows late-filing candidates for Flint Mayor and City Council to appear on the August 2015 non-partisan ballot. See this story.
The House committee had recommended an amendment (H-3) which would have added several sections that would require additional training for Flint election officials, as well as auditing by the Secretary of State. It would also have eliminated those extra requirements if the city clerk who made the deadline mistake in the first place was no longer the city clerk.
The House rejected amendment H-3, but adopted amendment H-4 which included all the new training and auditing requirements, but deleted the provision that would eliminate them if the current city clerk is no longer the city clerk. So even if Giggle becomes city clerk, she will be subject to totally unnecessary additional training.
On 3rd reading, the bill was further amended to switch responsibility for checking blank petition forms, and published election calendars from the Genesee county clerk to the Secretary of State,
The Senate then concurred in the House amendments, and the bill has been presented to the governor.
If the clerk can’t read a calendar, maybe the clerk should be dismissed. Giggles for Mayor has my vote.
