Are you sure it’s 17? The Constitution Party website lists that they are ballot-qualified in New Jersey as well, but it seems to be outdated (http://www.constitutionparty.com/get-involved/election-central/ballot-access/).
The Constitution Party hasn’t submitted a petition in New Jersey yet. Until the state says the group is on, it isn’t “on.” It is true the New Jersey petition has been circulated, and the party believes it has enough valid signatures.
