On May 26, a PPIC Poll was released for California races, including U.S. Senate. The Senate results: Kamala Harris 27%, Loretta Sanchez 19%, Tom Del Beccaro 8%, Ron Unz 6%, Duf Sundheim 3%, someone else 6%, don’t know 31%. Scroll down to Question 13.
Harris and Sanchez are both Democrats; the other three listed in the Poll are Republicans. This poll mirrors others that have suggested the November race will have only two Democrats on the ballot, with no write-in space.
It should be clear by now that the intent of “Top-Two” is to create a one-party state as in the old USSR and to end free elections in America.
Elections are free only when all parties and independent candidates are allowed to appear on the General Election ballot – in this case that means in November.
Support Free Elections * Smash “Top-Two”…. Arguably Top-Two works if you an unbiased media. France essentially uses a top-two system in ALL their elections and they have a multi-party system (currently 8 parties in the legislature).
They have an open election and then a week later have a run-off with the top-two vote getters. Our major issue is third-parties hardly run candidates in top-two races. And when they do, they’re extremely weak candidates. And then that is coupled with the media black out of third-parties.
Looks to me as though NOTA could win this race. . . .

The system in France is nothing like “Top-Two.” I lived there and studied political science at the Sorbonne with Maurice Duverger, participating in several elections.
As you said, they have a regular election with all parties, followed almost immediatelly by a run-off. The run-off is NOT the General Election. The first round is the General Election. In that first round, the real General Election, each party runs a single candidate who was previously chosen by the party, so it is not a primary. The second round acts as a run-off All of the significant campaigning, party ID and issues are covered in the first round. The system is designed under the antiquated and quaint notion of the “left” and “right” so that voters can vote for their preferred ideological candidate in the first round, where all candidates and issues are considered, then a “coalition of the left” candidate and “a coalition of the right” candidate generally face off against each other in a run-off.
Under “Top-Two” the one-party primary happens far in advance – half a year or more – of the real election. No one pays attention because the rules are devised to rig the outcome – the most statist candidates have an overwhelming advantage. This is a state controlled gate system to kill off all but the approved candidates of the one state-sanctioned and controlled party. “Top-Two” does not have each party nominate a single candidate (as in France), but is open to all comers with all voters participating in a single primary, so there is no way for actual parties as we have in the US, or even in France, to survive. “Top-two” itself becomes a single, state-controlled, fascist-socialist party as in the old USSR.
BAN and the establishment media are intent on censoring the Top Two United Coalition; Mark Herd (Libertarian) and Pamela Elizondo (Green).
The USA Parliament has been the world’s leader in pure proportional representation for more than twenty years and PR works fine.

Here is a message that I posted on these pages in Facebook on May 15, 2016 (and it indicates how I would like people in California to vote on our U.S. Senate race): “Well, I mailed my ballot yesterday afternoon and Representative Loretta Sanchez received my vote (along with U.S. Senator Bernie Sanders, of course). Both California Attorney General Kamala D. Harris and Rep. Sanchez are very excellent candidates for United States Senator and I am formally endorsing each. However, when voting, we are limited to one choice. I think that this is the right time for Ms. Sanchez. Consequently, my vote went to her. She is the woman of the hour and is really ready to be our newest Senator from the Golden State!” Just think about how wonderful it will be to have both Rep. Loretta Sanchez and Mr. Russ Feingold in the United States Senate!
By the way, I would like to add that I am against the “Top-Two” system. I have always worked against it and voted against it — and will continue to do so. It is interesting, though, that in this particular race, my two favorite candidates will probably advance to the November General Election.
