No Jim, top 2 would not have eliminated ALL the problems. In a top 2 election system, if these were the 2nd and 3rd place vote getters there still would be a problem as to which one goes on to the general election.
In this case you had two Democrats running in a primary in which any voter could vote, so long as they were willing to not vote for a Republican, but in which case the incumbent caucuses with the Republicans in the legislature.
Top 2 would let all voters vote for who they wanted to represent them.
