New Zealand uses proportional representation. It held a parliamentary election on September 23, 2017. The results: National 56 seats, Labour 46, New Zealand First 9, Green 8, ACT 1. No party received a majority of the seats. On October 19, after intense negotiations, it was announced that the Labour Party would receive the support of the New Zealand First and Green Parties, to create a majority.
The ACT Party name means “Association of Consumers and Taxpayers” and is considered to be a free-market party.

Should be separate elections for legislative (partisan) , executive (nonpartisan) and judicial officers (nonpartisan) and TOTAL separation of powers.
Only the total party votes should be used —
Party Members = Total members x Total Party Votes / Total Votes
IE NO more gerrymander district winners.
All candidates should file a pre-election rank order list of the other parties.
For Parties NOT getting at least 1 member the votes of losing parties should be moved to the parties getting at least 1 member and the PM formula math be redone.
IE many current PR systems are *only* about 95 percent accurate
— compared to the evil rotted about 60 percent accurate in single member gerrymander district systems — IE — USA, UK, Canada, India, etc.
Also there should be an odd number of members.
Genius folks can work on the EXACT PR math.
The leader of the New Zealand First Party had the National and Labour parties make him an offer. He was the one who made the announcement of which deal he was accepting.
Umm… Demo Rep. New Zealand is still under control of the monarchy, so is Australia and Canada (and 49 other countries). The monarch appoints a Governor-General as the Executive for each commonwealth. They’re relatively autonomous, but are still technically under control of Britain.
