    PM = PV/N — means each legis winner of each party gets the SAME [equal] votes — to have ONE [equal] vote in the legislative body.

    LEGIS STV via CANDIDATE rank order lists of other candidates — made public before election days —

    mainly for the coalition fractional/marginal math member/seat — eg – Donkeys-Greens — Elephants-LP, etc.

    — pending Condorcet, Yes/No tiebreakers and all mail ballots.

    PR will shatter both the Donkeys and Elephants gangs into more factions

    — regarding the various issues — esp. tax/borrow — spend issues.

    What percent of all voters number rank ALL choices ??? — even in current limited RCV elections.

  4. Cumulative voting is not pure proportional representation (PPR) and tends to award a majority faction of the voters, a super-majority of the seats.

    The mathematics of PPR have not been improved on for more than 100 years but it isn’t easy to learn how the collaboration is nurtured easily under the math.
