Los Angeles law now says city elections are held in June of even years, with a runoff in November if no one gets 50%. But when that law was created, the state was also holding federal and state elections on those dates. But since then, the California legislature moved federal and state elections to a March-November pattern.
So, the city government is asking Los Angeles voters if they want to switch to a March-November pattern as well. See this Los Angeles Times story. Thanks to Dave Holtzman for the link.

What kind of elections are being held in March?! As far as I know they only have primaries that early.
Los Angeles used to hold elections in the spring of odd years, with a runoff if necessary a c
uple of months later. Turnout was low because people in Los Angeles don’t like to vote, so they moved the election to June of even years, with any runoff in November. These coincide with the statewide primary and general election. Nonpartisan elections for county supervisors, etc. also use this schedule.
But the legislature moved the primary to March, which isolated the city election once again.
California should move its primary to September and permit election for Top 2 offices in the primary. Until federal statute is changed, they could have two candidates advance for federal offices.
If political parties wanted to have a presidential preference primary, they should pay for it themselves. They could contract with counties for the actual primary.
NO primaries.
