On January 3, Congressmember Steve Cohen (D-Tennessee) introduced a constitutional amendment to provide for the direct popular election of the president. The text is not yet on the web page for Congress.

    “article  —

    “ section 1. The President and Vice President shall be elected by the people of the several States and the district constituting the seat of government of the United States.

    “ section 2. The electors in each State shall have the qualifications requisite for electors of the most populous branch of the legislature of the State; although Congress may establish uniform age qualifications.

    “ section 3. Each elector shall cast a single vote for two persons who have consented to the joining of their names as candidates for President and Vice President. No elector shall be prohibited from casting a vote for a candidate for President or Vice President because either candidate, or both, are inhabitants of the same State as the elector.

    “ section 4. The pair of candidates having the greatest number of votes for President and Vice President shall be elected.

    “ section 5. The times, places, and manner of holding such elections and entitlement to inclusion on the ballot shall be determined by Congress.

    “ section 6. The Congress may by law provide for the case of the death or any other disqualification of any candidate for President or Vice President before the day on which the President-elect or Vice President-elect has been chosen; and for the case of a tie in any election.

    “ section 7. This article shall take effect one year after the first day of January following ratification.”.

  2. This is just political theater. There is no way that such an amendment could pass the Senate, let alone be approved by 3/4s of the states.

  3. How about just ignore the 1787 ANTI-Democracy minority rule gerrymander de facto dead USA Const ???

    — as was done with the fatal 1777 Art Confed

    — last AC major act — setting 4 March 1789 for the new regime to meet.

    1. Presidential electors shall be apportioned among the United States and its territories on the basis of citizen voting age population. There shall be at least one presidential electors for every 10,000 such persons.

    2. Presidential electors shall be chosen by popular election in each state by voters eligoble to vote for the larger chamber of the legislature. Time, place, manner regulation by state legislatures subject to Congressional override.

    3. Presidential electors shall meet as a single body, and by majority vote choose the President and Vice President. The bodies may be physically separate if instantaneous communication is provided.

  5. Uniform definition of Elector-Voter in ALL of the USA —

    USA Citizen – 18 plus — PERIOD.

    NO mental/criminal machinations by the HACKS.

    ALL paper mail secret ballots — Oregon survives.

  6. If this were ever passed into law, and the election was close, we might find that stashes of previously uncounted ballots would start turning up in state after state throughout the months of November and December.

    Gee- are elections NOW a matter of national security / regime survival ???

    Total chaos [destroyed railroads and major bridges] in ex-Rebel States in 1865-1866

    – major starvation — ie many *free* ex-slaves starved to death

    along with more delayed military dead from major battles in 1864-1865.
