On March 7, the Delaware Senate passed SB 22, the National Popular Vote Plan bill. The vote was 14-7.

  1. I have a question for supporters of NPV. Maine is considering using ranked choice voting for President. If it passes, which votes from Maine would count toward the NPV national totals? The first round before transfers, or the final round after transfers?

  2. Let’s suppose a state decides to use approval voting for President. Wouldn’t all of the multiple votes cast by each voter have to count to the national vote total? How could any single vote from any one voter be distinguished?

  3. Let’s go back to the first example. Let’s suppose that the election is very close across the country, and Maine uses RCV for President. Could it happen that the winner in the final round in Maine would have won the overall national vote ONLY IF his transferred votes were added to the national total?

  4. I agree that if a state used approval voting for president in the general election, every vote would count, so that in effect the voters of the approval-voting state would be enjoying extra voting power relative to voters in other states.

  5. So, therefor, the logical thing for any state to do if NPV goes onto effect is to switch to approval voting for President. That would maximize the potential of using the voters who might prefer a third party or independent candidate to give those voters a decisive say on the final outcome of the two perceived leading candidates as well.

  8. The NPV scheme is defective in that it does not and can not define what a popular vote is.

    Texas could grant each voter 38 votes, and other the full faith and credit clause, participants in the scheme would be required to count them.

    Same for RED NY regime for all RED voters in Europe ???
