This is a terrible bill. Florida is already one of the toughest states for ballot initiatives, and note that they only have constitutional amendments, no statory initiatives or referendums. If this bill becomes law, it could practical kill the initiative process there, or at least make it so much more difficult than it already is that even fewer initiatives qualify for the ballot via initiatives than do now. These extra burdens will price out a lot of would be initiative proponents from even doing it at all.
