    1/2 or less votes x 1/2 gerrymander areas = 1/4 or less CONTROL = MINORITY RULE OLIGARCHY.

    — WITH MUCH, MUCH, MUCH WORSE PRIMARY MATH.

    BASIC PR (since 1840s (repeat 1840s) at least) —

    Party Members = Total Members x Party Votes / Total Votes

    = both majority rule [DEMOCRACY] and minority representation.

  3. There was a contest to draw “fair” congressional districts, The NAACP, which was a sponsor of the contest, insisted on linking Cleveland to Akron.

    My map used the median of two interstate highways, even including portions of the cloverleaf at their intersection so that vehicles carrying the representaive could travel between the two cities without leaving the district.

    If there is not 50% BCVAP in a compact area, the area fails the first prong of the Gingles test. If a goal is that a representative represent their district, this is best achieved by making the district as homogeneous as possible.
