One California IRV Bill Advances

On June 16, California AB 308 passed the Senate Elections Committee with no opposition. The bill had already passed the Assembly. It provides that foreign absentee voters should receive a special set of ballots in races in which there will be a run-off if no one gets 50% in the first election. The set of ballots includes a ballot that the foreign absentee voter can use to rank candidates, just in case the result of the first election is that no one got 50% and there must be a run-off. This isn’t exactly the same as Instant-Runoff voting, but is similar.
