On February 28, the Virginia legislature passed HB 214, which legalizes out-of-state circulators. The Senate originally defeated the measure on a tie vote, but then the same day reconsideration was granted and the Senate passed it 21-18. This is the first bill that improves ballot access to have passed in any state legislature so far this year.
The out-of-state petition circulator ban was ruled unconstitutional in Virginia several years ago, and lots of out-of-state petitioners have collected signatures there since, myself included.

Well, Top Ten is better than Top Two.
I prefer Ranked Choice Voting.

But now that you brought it up…
It is not a viable option, yet.
It is not in effect much and is difficult to get in effect.
It would have to be in effect everywhere.
I have not studied it much, but I am skeptical about it.
Top Ten would be nice if enacted by legislation or court order, but that does not seem likely either.
So, the third parties could do it themselves.
The more word got out, polling starts to level out at about 15% each, and all got invited to the debates,
then a real, fair and representative election could take place.
Top Ten could be done with the system as is.
A LOT of petition signers would be needed!
