Statewide initiatives need a certain share of the last vote cast in a certain number of U.S. House districts, and the distribution requirement may cause the initiative to fail to qualify. However the variation in votes cast for governor and presumably CVAP exceeds 40%, meaning the value of a signature wildly varies among the districts as does the value of a vote for representative.
