Los Angeles Times Carries Op-Ed Opposing Unicameral Legislature

The Los Angeles Times has this op-ed, by former Republican Assembly leader Robert Naylor. Naylor argues against a proposal that California should abolish one of its state legislative chambers.

  1. No, there should still be a bicameral legislature, but the state Senate should be reformed so that each county appoints at least one and maybe 2 Senators. Then factor in a part-time legislature (with part-time pay and benefits!) and limit bill introductions to 2 per person (if not 1) and then we’d see some real reform.

    The likelihood of that happening in CA, except for the part-time legislature, is next to nil, though, because the legislature won;t stand for it and the voters here aren’t that smart to see that it’s a good idea–they think Prop 13 is a problem instead of a savior and that 2/3 legislature to raise taxes is too many (it’s not enough!)

  2. To have 2 senators from each county would require a federal Constitutional amendment.
