The California legislature’s regular session ended in the early morning hours of September 12, and SCA 16 did not receive a vote. It would have asked the voters if they wish to amend the Constitution and provide for an indirect initiative.
The California legislature is likely to be called into special session later this year, and the measure could be brought up then.
They need to leave the initiative process alone, but then again, the homosexual lobby and their supporters are very willing to supress democracy and the Will of the People in order to force their agenda and rule of law through.
The Indirect Initiative is a very good idea, especially the particular version described by SCA 16. It would make it easier for grassroots groups to use the process, because the first phase of the petition requires only 60% as many signatures as the present law.
SCA 16 was probably the best indirect initiative bill floating around Sacramento this year because it did not eliminate the direct initiative. Some of the other proposals would have made the state trade in it’s wonderful direct initiative process for an indirect process; effectively killing citizen government in California. As a reference point, Massachusetts has an indirect-only initiative process and has only had three initiatives on the ballot since Prohibition.
