Iowa Representative Bobby Kauffman (R-Wilton) has introduced House Study Bill 245. Read it here. It provides that parties that hold caucuses cannot let anyone vote other than a person who physically attends the caucus. It also provides that no one may vote in a caucus who has not been registered with that party for at least 70 days prior to the caucus. The bill has a hearing in a subcommittee of the House Ways & Means Committee on Wednesday, April 12. Kauffman is the son of the state chair of the Iowa Republican Party.
Parties in Iowa pay for their own caucuses, and do all the work of finding locations to hold them. Democrats have been planning to use a privately-administered system to allow persons to vote by mail in caucuses. Also traditionally Democratic rules permit anyone to join the party on caucus day. This bill appears to violate the U.S. Supreme Court decisions on freedom of association for political parties. Thanks to David Sturrock for this news.

If a party pays for their own caucuses, they should be able to run them any way that they please, including accepting mail in and proxy votes, if that’s what they want to do.
IMO, maybe it would be better if parties opt out of state paid and regulated primaries, and just run their own wide-open caucuses any way that they please. It would solve a lot of problems by just letting the parties decide for themselves such issues as 1. whether or not to let independents and other party members vote in their caucuses, 2. letting each party determine its own caucus days, and 3. whether or not to accept, mail-in, on-line or proxy voting.
There is no need for one-size-fits-all primary rules.
The only legitimate job of a president should be commander in chief. He should be picked by the military. The only job of parties should be to compete in an election when men stand up and are counted. The winning party picks precinct neighborhood peace officers. The written law should be a good deal shorter than your constitution is now. There’s no need for losing parties to pick peace officers, thus no need for primaries at all.
I like the bill feature that only those men who attend physically should vote, and that the vote should be held in the manner of an Iowa caucus or New England town meeting. However, that vote should be the general election, which should be the only election, held once per year.
If losing parties want to pick peace officers, that’s silly. But it’s their business, not anyone else’s. How the winning party picks peace officers should likewise be it’s own business.

Parties can have names, symbols, salutes, and or flags, so long as they can be distinguished from each other.
No online or mail in voting ever. Voting should be a physical act of standing, not a written instrument. Most law should be decided on a case by case basis by responding peace officers. Written law should be one page and easily memorable.
Only one uniform annual precinct voting evening in each precinct. It could be the same month and calendar day during uniform hours in the evening time. Or xth uniform day of week of x week of xth month every year, again with uniform hours, say 1800-2200. The exact hours may be slightly different, the proposal is still in early stages.
