Federal Lawsuit Filed Against North Dakota’s Ban on Out-of-State Initiative Circulators

On September 22, proponents of a North Dakota initiative filed a federal lawsuit against the state’s ban on out-of-state circulators for initiative petitions.  Hendrix v Howe, 1:23cv-185.

The case is assigned to U.S. District Court Judge Daniel Hovland, a Bush Jr appointee.  Here is the Complaint.
