Here is the story from al.com. I don’t know of a study that totals how much in legal fees government entities pay due to losing court decisions, but it has to be a substantial amount.

Inexcusable. The federal government should have had no business interfering in State election districts, especially with their anti-White agenda. If the South would have won we’d have had it made.
Bill, will you please let Richard write the headlines?
Redpath posts more commie crap than Winger.
There was nothing wrong with the Alabama districts the court unjustly threw out. Travesty of justice!
None of this would have happened if they had multi-member districts with a single transferable vote.
None of it would have happened if the federal government were to mind its own business.

I doubt electoral districts could have been very controversial in 1200s England. What public safety existed was generally provided by local government, so people would have been pretty clear on which local government (feudal lord) they held allegiance to. People didn’t move around much, so this allegiance was generally stable over multiple generations.

Up until the Reform Act of 1832, the British House of Commons usually consisted 2 members from each county and 2 members from each chartered borough. The Reform Act abolished some of the “rotten” boroughs, which had become depopulated, and over-represented, and gave some more populous places more seats. But a general reform of the seats on a consistent distribution according to population didn’t happen until the Redistribution of Seats Act of 1885.
