Recount Underway in California’s U.S. House District, from March 5 Primary

As previously reported, in the California March 5 primary for U.S. House, 16th district, there was a tie for second place. California precedent says when that happens, the top three finishers appear on the general election ballot.

However, the primary vote is being recounted. See this story.

  1. It is interesting that they are sorting them by precinct even though they are doing a machine count.

    In Oregon, there was a recount where there was a request for a recount for select precincts and they were told that they would have to pay bazillion to sort the ballots out.

    But I recall a recount in California where the candidates could request select precincts.

  2. If a ballot has some sort of precinct code, then they ought to be easy to sort.

    That assumes you have a card sorter, and that ballots are card stock.

    But if they are paper ballots scanned by OCR there is no reason to physically segregate the ballots.

    I believe that Minnesota delivers uncounted absentee ballots to the voting precinct. If they are still in their envelopes, they could probably use or adapt sorting machines from the postal service.

    In New York the vote counting machines are deployed at precinct. Voters mark ballots the old fashioned way with a pen or pencil, so ballots are collected at the precinct level.

    In future years will younger voters know how to use a pencil? Or will there have to be adaptive technology with touch screens?

  4. If it was a standing count, you’d just watch the video. Easy peasy, and automatically sorted by precinct.

  5. If local elections are listed on a ballot, it seems expeditious that there ought to be some sort of way to identify to which precinct a ballot goes.

  9. I’m against snail mail voting because I believe in secret ballots and there’s no way to know who might be looking over a voter as they fill out a mail ballot or make them take a picture or video of it before they put it in the envelope etc.

    The ballots are coded with ballot style. Election precincts might or might not perfectly coincide with local political subdivisions. In California, mail ballots are collected by county. They can be counted by machines without separating by precinct.

    I think parts of California recount laws are based on precincts, and the law apparently requires a physical separation. I think a recount requester can request select precincts. If they flip a result, the recount is free. The other candidate can then request their own recount of other precincts.

    If there is a belief that some ballots are miscounted due to poor marking, a candidate would typically request recounts in their strongest precincts. (e.g., if the Bumble Bee Party gets 80% of the votes in a precinct, it is likely that there will be more Bumble Bee Party mis-votes than Lizard Party mis-votes regardless of the propensity of the two groups to make mistakes).
