On July 19, the Robert F. Kennedy, Jr. campaign submitted 37,000 signatures to get on the ballot as an independent candidate in Oregon. The requirement is 23,737.
The statutory deadline is August 27, but the Oregon Secretary of State recently promulgated a rule that the “real” deadline is a month earlier. The Kennedy campaign will be submitting more signatures soon, and will contest any action by the Secretary of State to refuse them. The Federal Election Commission website says the Oregon independent petition deadline is August 27. See here.

Kennedy is not filing as an independent candidate in Oregon. He is filing a new party petition for his We The People party.
The elector count on Kennedy’s site actually went down from 390 to 384 as Mississippi was removed. Oregon was not added there yet.

State secretaries of state don’t follow orders except from the legislature’s and governors of their state, and occasionally from the courts.

It’s not within the scope of her competencies to make such a decision. That would have to get approval from both houses and the governor, and even then could probably not be applied until next election. If she wants to throw out signatures submitted after next Saturday, she needs to come up with a different excuse for doing so.
