New Hampshire for a Top-Two System

New Hampshire Representatives James Russell Muirhead and Jim Maggiore have introduced HB 714, to establish a top-two system. Both are Democrats.

  1. New Hampshire has multi-member House districts. The bill would advance 2 times the number to be elected (e.g. in Bedford it would be a Top 14 for the 7 seats).

  2. Both Keene & Manchester use a top -two system for municipal elections. I’m unsure if the other cities also use this.
    Top-two is not used for town elections.

  3. Keene has nonpartisan elections for city office, with no party labels on the ballot. I think that is true also for Manchester. So “top-two”, by normal word usage, is not a good description for those city elections. “Top-two” was coined by the Washington state big newspapers in 2008, and it refers to elections with party labels on the ballot.
