Blake Sasha, an activist with Voter Choice Arizona, has this op-ed in Arizona Capitol Times, criticizing top-two systems because they sharply limit voter choices in general elections. Sasha is a supporter of top-five systems, and a Republican.

    “Open primaries are necessary for the effective functioning of a representative democracy.”
    Several states have closed primaries and interfere less with internal party affairs. Do they function effectively?

    “More citizens must be part of the process of choosing our future leaders.”
    I don’t know that turnout is related. Ability to be part of the process is probably more important, considering that being under government jurisdiction is not optional.

    “More than 80% of Arizona’s legislative districts are drawn in favor of one of the two major parties to such a degree that the general election would be between two candidates of the same party – some choice!”
    In many states, including Top-Two California, party labels are public. Anyone can choose one. It’s self-branding. Also, Top Two and Final Five would probably elect the same candidate in this scenario.

  3. The fundamental problem of either method is that they both deprive parties of control over who may or may not run on their labels.
