In this interview, Congressman Kevin Kiley (R-California) says his bill to ban mid-district redistricting for U.S. House seats is gaining support. Yet the bill still has no co-sponsors. The bill is HR 4889.

  1. It seems to me to be better to allow redistricting at any time. It allows some dynamic tension between each census. Why wait 10 years for things to change?

    And, while we are at it, the ban on multi member districts should be repealed. Keep the political culture competitive in each state as much as possible.
