On Saturday, March 28, New York Governor Andrew Cuomo moved the state’s presidential primary from April 28 to June 23. He chose June 23 because that is the date for the state’s primary for office other than president.
The Democratic and Republican Party national bylaws penalize states that hold their presidential primaries later than the first week in June, but the Democratic Party National Committee will soon meet and try to relax that rule. Thanks to Political Wire for this news.

On March 26, Utah revised some rules for petitions for candidates. Copies of blank petition forms can now be sent electronically from campaigns to individuals who want to sign, and the signer can then e-mail or postally mail the signature back to the campaign. There is no more need to have the circulator sign petitions at the bottom. See this story.
On March 25, the Ohio legislature passed HB 197, which lets any registered voter request an absentee postal ballot for the 2020 primary. However, the bill does not allow anyone who had not been registered already to register in time for the primary.
