Kansas Bill for a Presidential Primary and Voter Photo ID Is Defeated

On April 30, the Kansas House rejected HB 2683, which establishes a presidential primary starting in 2012, and also requires voters to show a Government Photo-ID when they vote at the polls. The vote was 53-68. The bill had passed both houses, but each house passed a different version. The bill therefore returns to conference committee. It is possible that the conference committee could re-do the bill again, and submit it again to both houses.

Ipsos-Public Affairs Poll Shows "Other" at 7% or 8%

On May 1, results of an Ipsos-Public Affairs poll for the presidential general election were released. If Obama is the Democratic nominee, the results are: Obama 46%, McCain 44%, other 8%, undecided 2%. If Clinton is the Democratic nominee, the results are: Clinton 50%, McCain 41%, other 7%, undecided 2%. The poll was conducted April 23-27 and sampled 1,001 adults. See here for more detail.

Vermont Legislature Passes National Popular Vote Plan

On April 25, the Vermont House passed S.270, the National Popular Vote Plan. The vote was 77-35. When the bill had passed the Senate earlier, the vote had been 22-6. On April 30, Governor Jim Douglas, a Republican, said he was not enthusiastic about the bill, but that he hasn’t decided whether to sign it or veto it. In any event, the bill passed by over two-thirds in each House, so if he does veto it, it may still become law.
