The U.S. Census detailed data that states need to redistrict U.S. House and state legislative seats will not be available until September 2021. The National Conference of State Legislatures has an article about what states can do about that problem. The most interesting idea is that states should postpone their 2022 primaries.
The range of time for congressional primaries varies widely from state to state. Illinois and Texas have their congressional and state office primaries in March of election years, but a few states don’t have them until September of election years.
Ballot access for independent candidates and unqualified parties is better when major party primaries are later. A significant number of states continue to tie the independent petition deadline to the dates of primaries. So the later the primaries, the more time for independent petitions to circulate.
i suspect that census data might be challenged in court and won’t be available for the 2022 elections.

The article states that each state has its own requirements set either in law or the state constitutions.
One option not stated in the article is that a state could choose to elect its entire Congressional delegation at-large. Altho, if they use plurality (aka first-past-the-post)voting, they might face a challenge that plurality voting in multi member districts is disadvantageous to minority representation. IMO, they could use ranked choice, approval or cumulative voting to maximize broad representation in multi-member districts.

The more, the merrier. Yes, it will probably cost more to expand Congressional staffs. But, the trade-off is greater representation-to-population. Congress and state legislatures have become more remote and elitist as population has grown.

Congress should require states to elect representatives using the Louisiana system, and set the first Saturday after the first Friday in October with any runoffs on the first Saturday after the first Monday in November. Filing deadline 29 days earlier. No fees, 350 voters show up st courthouses.
If a state has not provided congressional districts by June 30, then the House elections will be delayed for a month. This delay can be repeated as long as necessary.
