On April 3, the Montana House Administration Committee passed SB96. It had already passed the Senate. It makes it illegal for non-residents of Montana to circulate an initiative petition, and it makes it illegal to pay initiative petition circulators on a per-signature basis.
This bill is disgusting as it is going to make it more difficult to place things on the ballot and it is also a blatant violation of the 1st amendment.
Andy is right on this bill. Libertarians spoke out against this bill in the State Senate Administration committee, because this bill was a vendetta for folks having the nerve to put a spending cap measure on the ballot.
