West Virginia Ballot Access Bill Advances

On April 7, the West Virginia Senate Judiciary Committee passed HB 2981, the ballot access improvement bill. The bill had already passed the House. It cuts the petition requirement from 2% of the last vote cast to 1%, and moves the non-presidential petition deadline from May to August.

  4. LPWV and National LP activists and officials have lobbied actively at the WV capitol to support this legislation. As of tonight, it has officially passed. We shepherded it through the senate to ensure that it made it in time. The CPWV also deserves credit for urging their members to contact their legislators in support of the bill.

    I have personally met with Governor Manchin’s legislative liaison regarding the bill and we have his assurances that the governor has no intention to veto it. In fact, we received very positive reactions from both the governor’s and secretary of state’s offices when we met with them in January, February, and March during several lobbying trips by LP folks.

    A little history – Del. Fleischauer has introduced this bill several times over the past 10 sessions. Each time it failed to make it through. This was my first time taking an active role as the Chairman of the LPWV on getting this measure passed, and we succeeded.

    Thanks also to Bill Redpath, Tad Britch, and Rebeka Baird for taking an active role and joining me on our lobbying trips to Charleston.
