The North County Times, which serves northern San Diego County, has this editorial, urging a “No” vote on California’s Proposition 14, the top-two ballot measure being voted on, June 8, 2010.
The editorial is skeptical that the measure will really produce more moderate legislators.

Political *science* has advanced since plurality elections and minority rule gerrymanders — i.e. since the political STONE AGE.
Why should we want to produce moderate legislators in the first place? If there are enough so called ‘radicals’ in the area they should be represented properly.
