Massachusetts Governor Signs National Popular Vote Plan Bill

On August 4, Massachusetts Governor Deval Patrick signed the National Popular Vote Plan bill.  Massachusetts is the sixth state to have joined the pact.  The other states are Illinois, Hawaii, Washington, New Jersey and Maryland.  Massachusetts is the first state to have passed the idea in 2010.

  1. This is now at 73 electoral votes toward the 270 electoral votes threshold for the NPV compact to go into effect. Still a long haul to go, but Mass. was a major break-through for the NPV movement.

    Sorry – a mere interstate compact can NOT violate ANY part of the nearly dead U.S.A. Constitution.

    This is New Age of constitutional law MORONS with their quick fix schemes — NPV, IRV, etc. etc. etc. – all heading in one direction – TOTAL Civil WAR.

    Uniform definition of Elector in ALL of the U.S.A.
    P.R. and nonpartisan App.V.

    Way too difficult for NPV MORONS to understand.

  4. As far as Art. I, Sect. 10, in 1893 and 1978 the Supreme Court said that this Compacts Clause can “not be read literally,” meaning the consent of Congress is not needed. The 1893 ruling (Virginia v. Tennessee) said “it is evident that the prohibition is directed to the formation of any combination tending to the increase of political power in the states, which may encroach upon or interfere with the just supremacy of the United States.” Since the power to allot electors however each state legislature decides is fully granted by the Constitution to the states and only the states, there is no encroachment on federal power.

    For equal protection and citizen’s rights, it does not in any way infringe on the right of voters if legislatures use their Constitutional right to change how they allot the state’s votes. Changing how to award EC votes is something that has happened 10 times before in MA state history, never needing an amendment. Every single vote will be counted, which is not true under the current system.

    No. 2, I have seen your condemnation of the EC in the past, and I agree with you on that. Join in supporting NPV. It is the one constitutional way of bringing in effect one-person-one-vote to presidential elections
    while bypassing the (impossible in this case)amendment process.

  6. The 1777 Articles of Confederation amendment process (requiring approval by ALL of the States) was ignored when the crisis came in 1786-1787.

    The larger States should do whatever it takes to get REAL Democracy in the U.S.A.

    The ANTI-Democracy small States can go to HELL — or even perhaps rejoin the British Empire and have a lunatic monarch in control of them.

    In fact, if the NPV is to be put into effect, the signatory states need to pass EXACTLY the same language in their bills. So…what negotiation is necessary?

    You read the agreement, you agree or not. If you agree, you sign on. If not, you don’t.

    You’re a Republican tool.

  12. And, as has been said many times before, this will not alter the current voting processes… If you have a problem with those, there’s your concern, not NPV. In reality, NPV makes vote fraud LESS likely and LESS effective.

    Think about it like this:
    Say City X has 100,000 extra ballots fraudulently counted for a candidate.

    Under the current system, 100,000 is a very significant number in terms of statewide margin of victory in some of the tighter races. That fraud could swing the vote to that candidate, who then gets ALL of the Electoral College votes for that state, a major victory.

    Under the NPV plan, those 100,000 fake votes would still be counted (voting procedure is the same), but now they are part of the NATIONAL total, where the margins are much much larger. That 100,000 is suddenly a drop in the bucket in a nation with over 300 million people.

    Vote fraud is more likely in the system with the much lower threshold and much greater reward for fraud- and that is the current system.
