  1. Any States that do NOT allow referendums on bills having spending ??? — i.e. if the spending happens, then how can the spending be reversed if the referendum gets a YES vote – to repeal the spending law.

    Thus – since legislatures enact laws there should only be initiative law petitions – to enact laws directly by the Electors — who are the SOVEREIGN folks in each regime.
