Garrett Epps has this story, in The Atlantic, about the lawsuit filed recently by the state of Arizona to overturn Section Five of the national Voting Rights Act. Epps is critical of the state’s lawsuit, which is called State of Arizona v Holder.

    The Congress can *legally* get really drastic about enforcing the 13th, 14th, 15th, etc. amdts —

    the DEATH penalty for government violators, $$$ damages to bankrupt government violators, etc.

    Maybe he should suggest to Arne Duncan that 40-year old test data should be used for evaluating schools.
