  1. P.R. elections ALWAYS have higher turnouts since a much higher percentage of the total votes have some actual results

    — i.e. about 95 percent results in Israel, Germany, New Zealand and other P.R. regimes.

    Stone Age near dead U.S.A. — about 50-60 percent turnouts due to ANTI-Democracy gerrymanders.
