  1. The resulting minority rule will be even worse than 25 percent due to the NON-VOTES in the gerrymander districts NOT having 1 D and 1 R.

    1/2 or less votes x 1/2 gerrymander districts = 1/4 or less CONTROLS.

    Will the CANCER of top 2 primaries INFECT even more regimes in the USA ???

  2. As a Californian, I have been very tempted to not vote at all since no choices for partisan offices except between Democrats or Republicans. (The only reason voting is my local School Board and Hospital District and propositions.) This too will perhaps keep the vote turn-out down.
