  1. Rather than keeping the arbitrary 435 number for U.S. House seats, a better method would be to allow that number to be flexible. The math is simple – Take the population of the least populous state (currently Wyoming at 584,153) to be the baseline. The only debate would be over number rounding rules. Based on the 2010 census, this would result in about 600 U.S. House seats with most states gaining at least one.
