Here is the text of California’s AB 1461. The bill was amended on April 6 to eliminate the prior contents. The new contents provide that the state will notify everyone who is not registered to vote, but who has a state ID card or drivers license, that he or she will be automatically registered unless hr or she declines in the next three weeks. The author is Assemblymember Lorenz Gonzalez (D-San Diego). Thanks to Steve Chessin for this news. The bill is similar to the Oregon bill signed last month.
Seems they will not be verifying citizenship since, in January, Calif. began issuing drivers’ licenses to illegal immigrants. I wonder how this will all work out?!

There was a voter in 2014 in Texas who went to TXDOT to get a Voter ID certificate, which may be issued to registered voters who don’t have a Driver’s License or Personal ID. The clerk explained that new residents had 60 days to get a Texas Driver’s License. She didn’t want a Texas Driver’s License because she had a California Driver’s License, saying she lived in both States, in California for driver’s license purposes, in Texas for voting purposes.
Assuming she isn’t registered to vote in California, under the new bill she will be registered to vote in California. She might reason that it is legal to vote in both places.
