Canadian Scholar Suggests a New Form of Proportional Representation

Anna Keenan, of Prince Edward Island Province, Canada, believes that the “Dual Member Mixed Proportional” System is the best proportional representation system. It is called DMP for short.     Party Seats = Party Votes x Total Seats / Total Votes

    Exact – move votes from losers to winners via pre-election candidate rank order lists.
    ALL votes count.
    Winners have voting powers equal to final votes received.
