According to this story, former California Democratic congressman Joe Baca is changing his party registration to “independent.” He was first elected to Congress in 1998 and served seven terms. Thanks to Carla Marinucci for the link.
Baca was defeated in the first Top 2 election by fellow Democrat Gloria Negrete McLoud. After redistricting, he had been expected to run in CA-31, but instead ran in CA-35. Had he run in CA-31 as an incumbent he might have prevented the split that permitted two Republicans to advance to the general election.
In 2014 he ran as a Democrat in CA-31; and in 2016 ran as a Republican for the same seat, finishing 3rd.
